RET 5 JAN 09
Governor.
No.
5th Jan. 1909
Mr. W. F. Allen
With reference to your despatch of the 30th of Sept., we expected the arrival of Mr. Cullen. We do not know what has happened. He ought to have got back to Hongkong early in December.
Our Cullen informed us on the 5th of October that he was leaving this country for Hong Kong on the 27th of October, & that he wished to draw his salary up to the 26th of October. This was accordingly paid to him, and his Last Pay Certificate was duly sent to Hong Kong. We know nothing further about him.
